One of the most important conceptual and practical premises to improve the quality of regulatory standards is to correctly measure their impact. Companies, individuals and government agencies, in dealing with the subject, can certainly benefit from a theory able to verify the effects that a regulatory standard brings to the market and the legal community. Several studies conducted within the OECD, have systematized the techniques aimed precisely for that niche of regulatory activity, contributing to the adoption of national institutional policies that improve the analysis of costs and benefits involved in legislative innovation activities. The issue has been gaining ground in Brazilian regulatory agencies, key centers on the creation of standards closely connected to the country’s economic development. The Revista Digital de Direito Administrativo da Universidade de São Paulo published a study of Bruno Fernandes Dias addressing the issue.
